TMS-200 in PCI Slot Issue

I've recently discovered that when I plug the TMS-200 into a PCI slot on my ECS A70GM-A Ultra (AM2+) Black Series motherboard, that the software will not communicate with the TMS-200. This is regardless of what I do, until I unplug the TMS-200 from the PCI slot.

While this may be annoying as it forces me to use the 5.25" bay adapter instead of a PCI slot, it's not big deal. I am however wondering if anyone else has run into this issue, and if there is a fix.

OS: Win7 Ultimate x64
CPU: AM2+ Quad Core Phenom @ 2.4GHz
GPU: ATI Radeon HD 4870
RAM: 8GB DDR2 1666
Hard Drives
1x 250GB WD Black (OS)
1x 750GB WD Green (Programs)
1x 1.5TB WD Green (Backups)
