TMS-205 fan speed issue

I recently bought the TMS-205 and it's extension board and connected 6 Corsair SP12 - Quite Edition fans to it. The problem is, I can not seem to slow down the fans all that much. Software show they run at 1350rpm at 100% and they only go down to around 1000rpm at 10%. I had to reduce it to 2 % to get 800-900rpm but I know these fans can run slower than that. So, what's wrong here?

The TMS-205 was only tested to work with Koolance fans. It uses PWM as a signal, and is specific to the spec of Koolance fans.

0% on the TMS-205 is probably low enough to make a Koolance fan stop spinning. It seems your Corsair fans were made to run at a larger range of signal, since they are still at about 800-900rpm at 2%.
