I have extra parts left over after I installed my MVR-100 on my EVGA X58 Classified and extra parts is never a good sign. I am not sure which bag they came from the plate or the cooling block. I have left over screws and metal plates that look like the swing attachment thingies that I have seen in other pictures of cooling blocks.

And I agree with this whole post about poor documentation + extra parts = bad.

Other than that (end on positive note) all the holes lined up for the screws and I hope to avoid the light that smoke show that was posted earlier.

Having extra parts for the MVR is common because it's designed for multiple mounting styles (please see the user manual linked earlier). If the MVR-40 or MVR-100 are the proper size for your particular motherboard, a heat transfer plate might not even be needed. This can also result in extra parts.

Do I need to cut the thermal pad in half to place on each step of the plate? or should it all fit just as one piece?

No cutting required. It fits neatly on the face of the plate contacting the VREG chips.
