What Parts in the Radiator is Actually Filled with Liquid

If this is a radiator what parts of it are filled with liquid? My best guess is the parallel fins, and the outsides of the RAD?

My guess would be just the outer part of the rad and the fins just collect the heat.

The parallel parts.

The parallel parts are the liquid channels.
The zig zagged portions in between act as tiny heat sinks pulling the heat from the channels. These are what are counted when talking fins per inch, and why the FPI of a radiator makes a difference with some fans.
